Amphetamines have been in the CSA since the original 1970 version; anabolic steroids were put in the 1990 edit, if I remember correctly. Also as far as the CSA goes, amphetamines and anabolic steroids are in the same group. Took long enough for MLB to officially ban greenies, even if how they were in clubhouses has been technically illegal for decades.
